A Critical Discourse Analysis of Senate Bill No. 2457 Amending the Use of the Mother Tongue as Medium of Instruction in Basic Education
Dr. Dennis H. Pulido
Abstract
The current study uses Critical Discourse Analysis (CDA) to analyze the lexical, contextual, and discoursal features of Senate Bill No. 2457 (SB 2547) that discontinues the use of the mother tongue from Kinder to Grade 3. The analytical framework proposed by Merkl-Davies and Koller (2012) is applied to examine SB 2457 in three levels (micro-level, meso-level, macro-level). Analysis focuses on lexico-grammatical features that perform the following: introduce each section and provide relevant expositions; identify the pertinent agents that are supposed to plan and implement the necessary changes in the medium of instruction; and the syntactic functions of the modal verb shall. The implications of the approval of the bill in relation to language teaching in the Philippines conclude the study.
